The ECO4 scheme
ECO4 is the fourth phase of the Energy Company Obligation, which has been running since 2013 and is one of the UK government’s primary mechanisms for reducing household energy consumption and fuel poverty. ECO4 runs from April 2022 to March 2026 and places a legal obligation on the UK’s largest energy suppliers – including British Gas, EDF, E.ON, Octopus, Scottish Power and others – to fund energy efficiency improvements for eligible households. The scheme is funded through a levy on energy bills across all customers, spreading the cost broadly rather than drawing on direct government spending.
ECO4 covers a wide range of measures including loft insulation, cavity wall insulation, solid wall insulation, heat pumps and boiler replacements. Boiler replacements under ECO4 are available where the existing boiler is broken, beyond economic repair or energy-inefficient – typically defined as having an energy efficiency rating of D or below on the Energy Performance Certificate scale. The replacement boiler fitted under the scheme is always a modern condensing combi or system boiler with an A-rated efficiency of at least 89% ErP, which typically cuts heating bills meaningfully versus the old unit it replaces.
Who is eligible
Eligibility for an ECO4 boiler replacement is based on a combination of household benefit status, income and the energy efficiency rating of the property. The scheme targets fuel poverty – households where heating costs represent a disproportionate share of income – and the eligibility criteria reflect this. You are likely to qualify if you receive one or more means-tested benefits or if your household income and property EPC rating meet the scheme’s low-income threshold.
Qualifying benefits for ECO4 include Universal Credit, Pension Credit (Guarantee Credit), Income-based Jobseeker’s Allowance, Income-related Employment and Support Allowance, Income Support, Working Tax Credit or Child Tax Credit with household income below £31,000, Housing Benefit, and Child Benefit with income below £31,000 in Scotland and Wales. Households not on any qualifying benefit may still be eligible if the property has an EPC rating of D, E, F or G and household income falls below a threshold set by the local authority scheme administrator – this route varies by area and is worth checking even if you assume you do not qualify on benefits.
Check your EPC rating before applying. Your property’s Energy Performance Certificate rating is a key eligibility factor. You can find your EPC for free on the government’s EPC register at find-energy-certificate.service.gov.uk using your postcode and address. If the property shows a C rating or above and you have no qualifying benefits, you may need to apply through a different route or seek a reassessment if the EPC is outdated.
How to apply
The application process is straightforward and costs nothing. The simplest route is through your current energy supplier – all major UK suppliers have an ECO4 team or online eligibility checker. Contact them directly, state that you are enquiring about a free boiler under the ECO4 scheme, and they will assess your eligibility based on your benefit status and property details. If your current supplier cannot help, you are not restricted to them – any participating supplier can process your application.
What is covered
Understanding exactly what the scheme covers – and what it does not – helps avoid surprises on installation day. ECO4 funded boiler replacements are comprehensive in scope but are limited to the boiler and directly associated work. Any additional work required for unrelated reasons falls outside the scheme and would be quoted separately.
What happens after you apply
After establishing eligibility through your energy supplier or the Simple Energy Advice service, the process moves into a home assessment phase. This is not the installation itself – it is a survey visit to confirm that the property and situation genuinely qualify and to specify the correct replacement boiler for the heating system. The assessment is free, takes around 30-45 minutes and carries no obligation to proceed if you decide the terms are not right or wish to seek a second opinion. The assessor will inspect the existing boiler, check the gas supply, note the property’s heating configuration and confirm the EPC rating matches the scheme’s records before issuing a recommendation.
If the property and situation qualify, an installation date is arranged through a Gas Safe registered installer working under contract to the scheme provider. The installation itself is identical to any professional boiler replacement – typically completed in half a day for a straightforward combi-to-combi swap in an accessible location, and up to a full day if significant pipework changes are needed or the boiler location is awkward. On completion you receive a Gas Safety certificate, the new boiler’s warranty documentation, a benchmark commissioning record and confirmation that the work was completed under the scheme. The new boiler comes with the standard manufacturer’s warranty – typically 5 to 7 years – and should be registered by the installer on the same day as a condition of the scheme.
Other schemes and grants
Beyond ECO4, additional routes to a subsidised or free boiler replacement exist depending on circumstances and location. The Great British Insulation Scheme, which runs alongside ECO4, targets homes with poor energy efficiency ratings regardless of benefit status in some local authority areas – worth checking even if you fall outside the standard ECO4 eligibility criteria.
The Boiler Upgrade Scheme is a separate grant aimed at households replacing gas boilers with heat pumps or biomass boilers – not a like-for-like gas boiler replacement. It provides a grant of up to £7,500 toward a heat pump installation for households in England and Wales, which is a separate decision involving different technology, running costs and eligibility criteria. It is worth understanding the distinction to avoid confusing ECO4 (which replaces a failing or inefficient gas boiler with a new gas boiler) with the Boiler Upgrade Scheme (which funds the switch away from gas entirely).
Avoiding scams
The existence of genuine free boiler schemes has created fertile ground for fraudulent operators. Be cautious of any company that contacts you unsolicited by phone, door-knock or online advertisement claiming you are automatically entitled to a free boiler. Legitimate ECO4 work is initiated by the household through their energy supplier or via the government’s Simple Energy Advice service – not through cold-call sales operations or social media advertising that asks you to “claim your free boiler today”.
Never pay upfront for a free scheme assessment. Legitimate ECO4 assessments and installations are entirely free to the eligible household. Any company asking for an upfront payment, deposit or card details before confirming eligibility and completing the installation is not operating a genuine government scheme. Always verify that the installing company is Gas Safe registered and check the engineer’s Gas Safe ID at gassaferegister.co.uk before any work begins.
Legitimate scheme operators will never pressure you to make an immediate decision, ask for payment before any work is carried out, or offer to pay you a referral fee for recommending neighbours. They will provide a written quote confirming what work will be done, at what cost to you (which should be nil if you are eligible), the name of the Gas Safe registered engineer who will carry out the installation, and the scheme reference under which the work is funded. If in doubt, contact your energy supplier directly using the phone number on your bill – not a number provided by the company who approached you – and ask them to confirm whether the company is an authorised ECO4 installer working on their behalf.
